Is a minute ever not 60 seconds?
In UTC, yes — a leap second makes one minute 61 seconds long, 27 times since 1972. Unix time does not represent them, so this count, like every computer clock, treats every minute as exactly 60 seconds.
Does a daylight-saving change alter the count?
